  • Overview

    The individual in this position is responsible for the overall management of the company payroll processes for ACA Compliance Group (“ACA”). The individual in this position is also responsible for oversight of the payroll department, functions and duties, including collaboration with the ACA finance team, as well as cultivating relationships with ACA’s payroll provider, external auditors and federal, state and local agencies. The majority of the employee’s time is spent managing and overseeing the functions of payroll and collaborating with the company’s related HR and finance functions.

    Responsibilities

    • Manage and guarantee weekly disbursement of multi-state payroll, including garnishments, benefits and taxes to employees consistent with federal, state and local wage and hour laws
    • Ensure the processing of new hires, temporary workers, transfers, promotions and terminations is accurate and timely
    • Critically review and analyze current payroll, benefits and tax procedures in order to recommend and implement changes leading to best-practice operations
    • Audit W-4s, payroll balance sheets, YTD earnings, and other related payroll reporting
    • Communicate actively with Operations, HR and Billing to review cross-departmental impacts and reconcile data sharing
    • Partner with HR and benefits in aligning and implementing a more sophisticated payroll and benefits system
    • Manage regular preparation of relevant management reports, including weekly, monthly, quarterly and year-end reports
    • Ensure compliance with federal, state, local tax filings in regard to payroll
    • Monitor banking activity to ensure timely deposits of employee payroll amounts, timely payment of taxes and other payroll related activities; reconciling payroll vs bank withdrawals
    • Ensure garnishment payments are processed and paid in accordance with legal requirements
    • Create, review and maintain payroll policies and procedures documentation
    • Identify gaps, provide solutions and ensure controls are in place for payroll related activities
    • Work with ACA’s finance team on payroll / finance related functions including tax payments, legal entity structures and maintenance of ACA’s general ledger
    • Manage, supervise and mentor ACA payroll team
    • Ensure all legal, statutory and regulatory requirements are adhered, keeping up to date with changes and ensuring data protection and risk requirements are adhered to
    • Work with the finance team, and outside accounting resources to manage payroll and taxes for international secondment assignments
    • Manage and support any internal and external audit functions
    • Manage payroll transition process for mergers and acquisitions
    • Maintain up to date knowledge on industry regulations and best practices to implement properly for the firm

    Qualifications

    • Bachelor’s Degree or related work experience required – concentration in accounting, finance or a comparable field preferred
    • Eight years’ experience in payroll management, people management, payroll administration, performing payroll functions
    • Experience managing a multi-state, multi-entity payroll team and processes
    • APA CPP, or similar, certification preferred
    • Strong working knowledge of the FLSA, overtime rules, multi-jurisdiction and multi-state payroll laws
    • Strong working knowledge of general local, state and federal tax rules and regulations; including PA Act 32
    • Experience with in-house payroll systems; experience with UltiPro platform a plus
    • Knowledge of partnership driven firms and K1 reporting in the professional services industry preferred
    • Excellent skills using and understanding the flow of transactions in an integrated and automated payroll accounting system
    • Prior payroll system implementation experience is preferred
    • Prior payroll transition for mergers and acquisitions experience preferred
    • Knowledge of international secondments and payroll and tax related activities preferred
    • Excellent mathematical skills
